Wash and dry the fresh produce.
Medium dice potatoes. Place in a large pot, along with salt, and cover with hot water (from the tap). Bring to a boil over high heat. Once boiling, reduce heat to low and simmer until fork-tender, 10-15 minutes.
Meanwhile, mince capers and place in a large bowl. Add oil, vinegar, Dijon, salt, and pepper to the bowl; whisk to combine the dressing.
Trim and cut green onions crosswise into thin pieces. Add to the bowl with the dressing.
Shave parsley and dill leaves off the stems; discard stems and mince the leaves. Add to the bowl and set aside.
When the potatoes are done, drain and rinse under cold water until completely cool; pat dry with paper towels. Add to the bowl with the dressing and herbs; stir to combine the potato salad.
Transfer potato salad to a serving bowl and enjoy!
